新时代国有企业混合所有制改革高层梯队的融合互动研究

混合所有制改革是指公有制资本与非公有制资本在企业层面的混合,及其伴随着的治理结构与机制改革。本文通过梳理“该不该实施混合所有制改革”和“如何实施混合所有制改革”这两条研究主线,指出当前不少国有企业混合所有制改革实践中,往往只有“混”的形式、“改”的制度设计,但没有“合”的制度安排。从高层梯队的融合互动视角揭示国有企业混合所有制改革中党的领导、职业经理人制度、中长期激励机制等重要理论拓展空间,探索学界未来的研究方向。

Mixed ownership reform refers to the mixture of public ownership capital and non-public capital at the enterprise level and the accompanying reform of governance structure and mechanism.By sorting out the main research lines of“whether or not and how to perform the mixed ownership reform”,this paper pointed out that,in the practice of“mixed ownership reform”of many state-owned enterprises,there is usually only the form of"mixture"and the system design of the“reform”,but there is no actual arrangement on the interaction of the upper echelons.Based on the perspective of the integrated interaction of the upper echelon,this paper reveals the important theoretical expansion space of the Party's leadership,professional manager system and medium-and long-term incentive mechanism in the mixed ownership reform of state-owned enterprises,and explores the future research direction of the academic circles.
