上海建设用地减量化的利益再分配模式研究——基于郊区典型实例的分析 被引量:5

摘要 上海建设用地减量化围绕的核心是土地在增存转化过程中的产权交易和利益再分配,涉及市、区、镇三级政府,集体经济组织和企业业主等多个主体。政府获得增量土地收益,并对减量土地上的相关权利主体考虑不同方式的利益返还。通过郊区多个实例的分析,归纳当下减量化利益再分配的典型模式:财政托底、物业置换和自主开发。发现这三种模式均有其特点和不足,相关主体在其中的参与度和积极性也不尽相同,减量化的利益再分配机制设计仍存在一些共性问题有待优化。进而在资金、政策等方面提出若干建议。 Land reduction in Shanghai,China,is controlled by multiple different entities,including the city,district,and town governments,rural collective economic organizations,and industrial enterprises,with a focus on land property rights transactions and interest re-allocation.Governments earn profits from the increased land and return part of the interest to the relevant stakeholders of the reduced land in different ways.This study evaluates three typical patterns of interest re-allocation related to land reduction from several examples in Shanghai suburbs:financial backing,property replacement,and self-development.It is found that the above patterns exhibit distinct characteristics and limitations as well as different participation levels and initiatives of the relevant stakeholders.Moreover,the interest re-allocation mechanism still exhibits some common problems that should be resolved.Finally,this study provides recommendations with regard to funding and policies.
