闲置土地处置和预防有关问题探讨——基于武汉市的实证分析

Discussion on issues related to disposal and prevention of idle land:based on empirical analysis of Wuhan

预防和处置闲置土地是促进土地节约集约的重要措施,对经济社会发展发挥着积极作用。本文基于武汉市闲置土地查处实际工作,剖析了闲置土地认定难、部门配合不够、闲置责任难划分、企业原因造成的闲置处罚严难实施等现实问题,研究提出《闲置土地处置办法》修订以及建立闲置土地预防长效机制的意见和建议。

Prevention of land from becoming idle and disposal of idle land are important measures to promote land conservation and intensification use,which play a positive role in socio–economic development.Based on practical investigation of idle land in Wuhan,this paper analyzes idle land cognizance,departments with sufficient idle responsibility division and enterprise caused the difficulty in making idle punishment in the strict implementation of practical problems.To study and propose disposal measures for idle land,and establish a long-term effective mechanism for preventing future idleness of land.
