我国高校腐败的结构化特征——基于608份司法裁判文书的文本分析

The Structural Characteristics of University Corruption——A Content Analysis Based on 608 Judicial Judgment Documents

通过对2000—2018年608份司法裁判文书的分析,比较了六种腐败类型的分布差异,试图夯实高校腐败研究的微观基础。研究结果表明:华东地区腐败案件总量最少;财务和基建领域腐败案件总数最多,且财务领域贪污和挪用公款案件明显高于其他腐败类型;重点高校的腐败案件数少于普通本科和专科院校;院级人员涉及的腐败案件远高于办事员和校级人员;在窝案串案中,贪污案件发生频次最高;个体腐败中,滥用职权案件的发生频次最高。未来高校廉政建设既要从高校腐败的地区、领域、学校类型、罪犯职务等方面着手进行精准化反腐,又要从正式制度和非正式制度两方面双管齐下。

This paper attempts to consolidate the micro-foundation of university corruption research and provide empirical support for the development of targeted anti-corruption struggle activities.By analyzing 608 judicial documents since the beginning of the new century,this study compares the distribution differences of six types of corruption in different aspects.The results show that the total number of corruption cases in East China is the least.The total number of corruption cases in the areas of finance isthe largest,and cases of embezzlement and misappropriation of public funds are significantly higher than other types of corruption.The cases of extortion of bribes in key universities and colleges are lower than that inacceptance of bribes.The acceptance of bribes cases involved by the college staff are more than the embezzlement cases.Embezzlement cases occur most frequently in the cases of collective corruption.Among individual corruption,abuse of authority cases occur most frequently.In the future,anti-corruption in colleges and universities should not only focus on precise anti-corruption in terms of regions,fields,school types,job levels,etc.,but also adopt a two-pronged approach in both formal and informal institutions.
