摘要
近年来,广西壮族自治区柳州市大规模开工建设保障性住房并取得了明显成效,使越来越多的低收入住房困难家庭受益.如何让受益的住房困难家庭住得舒心、住得安心,不仅关系到保障性住房建设是否可持续发展,也影响着保障性住房建设是否成为真正的安居工程、民心工程.本文主要从柳州市财政投资的公共租赁住房小区运营的现状入手,对保障性住房政策进行简要回顾,选择管理维护中一些客观问题进行探讨,并针对性地结合柳州市的一些实际案例和数据对公共租赁住房(聚集)小区的管理与维护进行成本分析,通过对比其他国家或地区成功实践带来的经验与启示,提出有关公共租赁住房小区运营成本问题的思考与建议.
In recent years,Liuzhou City in Guangxi Autonomous Region has begun the large-scaled construction of affordable housing and achieved significant results,benefiting more and more low-income families with housing difficulties.How to make beneficiary families with a comfortable home is not only related to the sustainable development of affordable housing construction,but also to whether the construction of affordable housing has become a real livelihood project.This paper mainly starts from the status quo of the operation of public rental housing communities financed by Liuzhou government,briefly reviews the policy on affordable housing,selects some objective issues in management and maintenance.It also analyzes the cost of the management and maintenance of public rental housing communities in combination with some actual cases and data in Liuzhou.By comparing the experiences in other countries,this paper puts forward suggestions on the operating costs of public rental housing communities.
