关于推进我国现代农业发展中集体行为的思考——基于以色列农业集体模式的经验

Thinking about Promoting Collective Behavior in the Development of Modern Agriculture in China——Based on the Experience of the Collective Agricultural Model in Israel

自实施乡村振兴战略以来,我国农业发展迎来向现代农业转型的重要契机,现代农业的突出特点是个体基础上的集体活动,因此对农业集体行为的研究,是积极发挥好政府和财政作用的题中应有之义.本文在讨论了农业领域中集体行为的理论逻辑和我国发展的现实逻辑基础之上,结合以色列农业集体经济模式的经验,认为推动我国农业现代化必须符合中国实际,凸显社会主义的集体力量,一是要以集体行为推动产业基础形成,面向市场;二是要以集体行为促进保障基础的建设,应对市场;三是利用集体力量推动内源性农业基地建设.

Since the implementation of the strategy of rural revitalization,China's agricultural development has ushered in an important opportunity to transform into modern agriculture.The prominent feature of modern agriculture is the collective activity on the basis of individuals.Therefore,the research on the collective behavior of agriculture should be a significant part of the problem of giving full play to the role of government and public finance.On the basis of discussing the theoretical logic of collective behavior in the agricultural field and the realistic logic of China's development,and referencing the experience of Israel's agricultural collective economic model,this research considers that promoting China's agricultural modernization must accord with China's reality and highlight the collective power of socialism.The first is to promote the formation of industrial base by collective behavior so as to face the market.The second is to promote the construction of security foundation by collective behavior so as to deal with the market.Third,via use of collective forces to promote the construction of endogenic agricultural bases.
