文章以党的十九届四中全会精神为指导,从制度创新视角研究科研经费管理问题,探析深化"放管服"改革下科研经费试点"包干制"的背景现状、原因和问题,旨在推动科研经费管理制度变革,把包干制度创新精神和优势转化为治理效能,更好释放科研活力,服务创新型国家建设。

Guided by the spirit of the Fourth Plenary Session of the 19 th Central Committee of the CPC,this paper studies the management of scientific research funds from the perspective of institutional innovation,and explores the background,current situation,cause analysis and problem suggestions of the pilot"contract system"of scientific research funds under the deepening of the reform of"streamline administration,delegate powers,and improve regulation and services".The purpose of this paper is to promote the reform of the management system of scientific research funds,transform the innovation advantage of the contract system into governance efficiency,better release the vitality of scientific research,and serve the construction of an innovative country.
