高校科技成果转化“路在何方”?--基于过程性视角的转化渠道研究

Which Way Out?A Process-Based Perspective on University Technology Transfer Channels

我国高校科技成果转化存在明显的"悖论":一方面,政府每年提供大量财政资金帮助高校创造丰富的科技成果,并出台多种扶持政策以促进科技成果转化;另一方面,高校科技成果转化率却很低,转化效果不尽如人意。通过整合现有高校科技成果转化研究文献,梳理并界定了高校科技成果转化的概念内涵与外延,总结出五类高校科技成果转化渠道及其影响因素,并基于过程性视角对科技成果转化不同阶段的关键影响因素及其相应的转化渠道进行了系统整合,为不同情境下处于不同阶段的高校科技成果转化选择指明了前进"道路",最后指出未来研究思路和建议。

University technology transfer presents a paradox in China.On the one hand,the government provides a large amount of financial funds to help universities generate rich scientific and technological achievements per year.Meanwhile,various supporting policies are introduced to promote university technology transfer by the government.On the other hand,the rate of Chinese university technology transfer is very low and the effectiveness and efficiency of knowledge transfer are not satisfactory.By integrating the existing literature on university technology transfer,this study defines the conceptual connotation and extension of the university technology transfer and sums up five types of channels of Chinese university technology transfer and its influencing factors.Afterwards,this study systematically integrates the key influencing factors of different stages of university technology transfer and their corresponding transfer channels based on the procedural perspective,points out the various ways for the Chinese university technology transfer at different stages under different circumstances.Finally,this study puts forward suggestions for future research.This study expands and deepens the literature on the dynamic aspects of Chinese university technology transfer and also has important management implications for both universities and governments.
