防震减灾全域科普能力评价体系构建和初步应用

Construction of the Evaluation System of Whole Field Popular Science Ability of Earthquake Prevention and Disaster Reduction and its Preliminary Application

为客观、系统地评价防震减灾科普工作实效,引入全域科普的理念,构建了以地域覆盖率和社会共享率为主体的防震减灾全域科普能力评价体系,明确了2个一级指标和5个二级指标、11个三级指标及其相应的权重,并利用主成分分析法,对天津及其16个区的防震减灾全域科普能力水平进行分析和评价. 根据评价结果,分析工作中存在的3个主要问题,提出了着力增强"四个力"的对策建议,旨在为加强新时代防震减灾科普工作提供有益帮助.

In order to objectively and systematically evaluate the effectiveness of popular science of earthquake prevention and disaster reduction,we introduced the concept of the whole field science popular to establish the evaluation index system of the whole field popular science of earthquake prevention and disaster reduction with the regional coverage rate and social sharing rate as the main body.In addition,we defined two first-level indexes,five second-level indexes,eleven third-level indexes and their corresponding weights,and analyzed and evaluated the ability of the whole field popular science ability of earthquake prevention and disaster reduction in 16 districts of Tianjin using the main component analysis method.Meanwhile,on the basis of the evaluation results,we analyzed three main problems in the work,and puts forward countermeasures and suggestions for strengthening the work of"four forces",aiming to provide useful help for strengthening the popular science of earthquake prevention and disaster reduction in the new era.
