摘要
随着我国建筑工业化及可持续发展战略的提出,装配式建筑的应用是目前建筑行业发展的主要趋势。但是与传统现浇建筑相比,装配式建筑建安成本更高,装配式建筑企业未来的收益难以确定,且短期投入又会增加,这就需要国家通过合理的行政措施及经济政策促进行业初期的发展。而在目前的装配式建筑市场中,政策与市场并不能很好地结合,形成了政府政策唱独角戏,缺乏市场推动力的行业环境。从经济法学理论着手,提出了借鉴更符合市场地位重塑性要求的“谦抑干预”理念,分析了如何从技术创新及消费者两方面进行以市场为主导的政策干预。并建议我国装配式建筑行业发展应以“谦抑干预”的方式,以“市场优先原则”为指导思想,进行更有效的、以市场为主导的政策干预。
With the development of China's industrialized construction and sustainable development strategy.the application of prefabricated technology has become the main trend for the existing construction industry.Compared with traditional cast-in-situ building,the prefabricated building has higher cost of construction and installation,uncertain future profit,and increased short-term investment,requiring proper administrative measures and economic policies from the government to promote its early-stage development.In existing industrialized construction market,however,the policy and market cannot be well integrated and only government policy plays its role,without driving force from the market.From the perspective of economic law,this paper proposes to adopt the concept of modest intervention,which is more suitable for the requirements of market position to analyze the market-driven policy intervention from the aspects of technology innovation and consumer.Moreover,this paper also suggests that under the guiding principle of market priority,the method of modest intervention shall be applied to China's industrialized construction for more effective and market-oriented policy intervention.
