摘要
为实现垃圾焚烧发电厂PPP项目的物有所值,提高公共服务供给质量和效率,需要对其进行全过程绩效评价。以往评价方法分别用两套数据求取权重和最终结果,过程繁杂且主观性较强。为此,采用基于熵值法的模糊综合评价法对其进行改进,对自贡市垃圾焚烧发电厂PPP项目进行绩效评价,改进综合模糊评价模型具有可操作性,可为该类PPP项目的投资决策及后期运营管理提供参考依据。
To realize the value of PPP projects in the waste incineration power plants and improve the quality and efficiency of the public service supply,it is necessary to carry out the whole process performance evaluation.Previous evaluation methods used two sets of data to obtain the weight and the final results,which led to the complicated and subjective issues.Therefore,this study uses the fuzzy comprehensive evaluation method based on entropy method to improve the PPP project performance evaluation by using Zigong Municipal solid waste Incineration Power Plant as an example.The improved comprehensive fuzzy evaluation model is feasible,and finally provides a reference for the investment decision and operation management of this kind of PPP projects.
