武陵山片区农村产业融合模式研究——以怀化市为例

Research on Rural Industry Integration Model in Wuling Mountain Area:A Case Study of Huaihua

农村产业融合发展是实现脱贫攻坚和产业兴旺的重要路径。怀化市是武陵山片区的六大中心城市之一,产业扶贫为农村产业融合发展打下了重要基础。通过实地调研并结合相关统计数据,分析怀化市农村产业融合的现状和典型模式,发现怀化农村产业融合中的主要问题是欠缺产业融合发展的科学规划和公共服务、融合主体带动力不强和产业链短,融合层次低。结合《乡村振兴战略规划(2018-2022)》中对农村产业融合发展的相关政策部署,从政府服务、融合主体培养、利益联结机制创新、农业多功能开发、产业链延伸等方面提出了促进怀化市农村产业融合高质量发展的建议,以期为武陵山片区农村产业融合发展提供参考。

The integration and development of rural industries is an important path to achieve poverty alleviation and industrial prosperity in rural areas.Huaihua is one of the six central cities in Wuling Mountain Area.Industrial poverty alleviation has laid an important foundation for the integration of rural industries.Based on the field research and relevant statistical data,this paper analyzes the current situation and typical models of rural industrial integration in Huaihua.It is found that the main problems in the integration of Huaihua rural industries are the lack of scientific planning and public service for industrial integration development,poor abilities of major participants,short industrial chain and low integration level.Based on the policies to promote rural industry development in Rural Revitalization Strategic Plan(2018-2022),suggestions are proposed as the following:improving the government services,increasing training of major participants,innovating interest linkage mechanism,exploiting diversified functions of agriculture and extending the industrial chain,aiming to promote the high-quality development rural industry integration and provide references for the development of rural industry integration in Wuling Mountain Area.
