浅述突发公共卫生事件与应急管理

Brief description of public health contingencies and emergency management

人类社会自进入工业革命时期就面临着诸多突发公共卫生事件的挑战。2019年12月开始发生在中国武汉的新型冠状病毒肺炎(COVID-19)[1]目前已经蔓延至全球百余个国家和地区,成为21世纪以来最大的全球公共卫生危机。本文从突发公共卫生事件与应急管理的历史沿革、基本概念以及法律制度建设和国际合作等方面进行回顾与介绍,同时梳理了我国在本次COVID-19疫情中的卫生应急管理工作,以期能够对口腔从业人员有所帮助和指导。

Since the Industrial Revolution,human society has been faced with many challenges of public health contingencies.Corona virus disease 2019(COVID-19),which began in Wuhan,China in December 2019,has spread to over 100 countries and regions worldwide,and has become the largest global public health crisis since twenty-first Century.The paper reviews and introduces the historical evolution,basic concepts,legal system construction and international cooperation of public health contingencies and emergency management,and analyses the health emergency management work in the COVID-19 epidemic in China,in order to help and guide the dental practitioners.
