摘要
旅游业是外部因素敏感性行业,经常暴露于多种风险之下,但也是极具复原力和生命力的行业。我国旅游业正处于高速度增长向高质量发展的结构化转型阶段,新冠肺炎疫情的爆发既暴露了行业原有的问题和短板,也提供了突破创新的难得机遇。旅游业危机应对的决策机制与政策协调,需要根据疫情发展随时调整,需要行政主体、市场主体和消费主体间的良性互动,更需要加快完善旅游治理体系、提升旅游治理能力。
As an industry sensitive to external factors, tourism is often exposed to a variety of risks, but it is also an industry with great resilience and vitality. The Chinese tourism is now in a structural transformation from high-speed growth to high-quality development. The novel coronavirus outbreak has not only exposed the original problems and shortcomings of the industry, but also provided a rare opportunity to break new ground and innovate. The decision-making mechanism and policy coordination of tourism in response to the crisis need to be adjusted quickly according to the development of the epidemic situation, which requires the smooth interaction among the authorities, the market and the consumers, and more importantly, it requires accelerating the improvement of the tourism governance system and enhancing the tourism governance capacity.
