Study on the Influence of Government Behavior on PPP Performance

基于文献综述和专家访谈的方法,将PPP(政府和社会资本合作)项目全生命周期分为4个阶段并进一步识别出29项绩效指标。在此基础上,通过问卷调研采集不同项目的各类绩效水平,并利用多元线性回归模型度量了政府行为对PPP绩效的影响。实证结果表明:①政府行为对PPP项目绩效存在影响,且不同类型的政府行为对不同阶段绩效的影响不同;②政府前期准备、政府服务对移交期绩效影响较大,项目治理则对建设期和运营期绩效具有显著影响。

Based on literature review and interviews with professional practitioners,this paper divides PPP project life-cycle into 4 stages and further identifies 29 performance indicators.It conducts questionnaire survey to collect feedback on different types of performance in various PPP projects,and utilizes multiple linear regression model to measure the influence imposed by government behaviors on PPP project performance.The empirical results indicate that(1)government behaviors impose impacts on project performance and such impacts vary among different types of government behaviors;and that(2)government preparation and government services exert a larger effect on the performance of project transfer stage while project governance significantly affects the performance of construction and operation stage.
