《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》强调了党的领导制度在国家制度中的统领地位,这就抓住了国家治理的关键和根本,因为坚持和完善党的领导制度体系是确保国家治理沿着正确方向前进、发挥国家制度和国家治理体系优势以及推进国家治理体系和治理能力现代化的根本保障。坚持和完善党的领导制度体系,就是要建立健全包括不忘初心、牢记使命制度在内的六大具体制度。这些制度不是简单的叠加,而是构成一个具有严密内在逻辑关系的有机整体。贯彻落实党的领导制度体系要做到“四个结合”,即加强思想教育和开展广泛宣传相结合、发展党内民主和实行正确集中相结合、坚持抓“关键少数”和管“绝大多数”相结合、坚持党内监督和外部监督相结合。

The decision of the CPC Central Committee on several major issues concerning upholding and perfecting the socialist system with Chinese characteristics and promoting the modernization of the state governance system and governance capacity emphasizes the leading position of the Party′s leadership system in the state system,which holds the key and fundamental of state governance,because upholding and perfecting the Party′s leadership system is the fundamental guarantee to ensure that state governance moves in the right direction,to give full play to the advantages of the state system and state governance system,and to promote the modernization of the state governance system and ability.To uphold and improve the Party′s leadership system is to establish and improve the six major specific systems,including the system of keeping in mind the original intention and the mission.These systems are not simply superposed,but constitute an organic whole with strict internal logical relations.To carry out the Party′s leadership system,we should achieve the"four combinations",that is,strengthen ideological education and carry out extensive propaganda,develop inner-party democracy and implement correct concentration,adhere to the combination of grasping the"key minority"and managing the"vast majority",and adhere to the combination of inner-party supervision and external supervision.
