摘要
供给侧结构性改革是用改革的办法矫正供需结构错位和要素配置的扭曲,它不仅能解决我国经济发展过程中有效供给与市场需求变化的矛盾与问题,而且也为解决教育发展难题提供有效指导和借鉴。探析供给侧结构性改革内涵缘起、以及社会经济转型发展和高等教育自身改革调整的内在需求,对当前云南高等教育存在的结构与布局有待优化、人才培养与社会需求脱节、规模层次和质量效益有待提升等问题进行分析,试图通过更新发展理念、创新体制机制、优化结构布局和要素配置、提高质量等构建云南高等教育供给侧结构性改革的有效路径。
The supply-front structural reform aims to rectify the dislocation between supply and demand structure and misallocation of factors by means of reforms,not only solving contradictions and problems arising from effective supply and market demand changes in the process of Chinese economic development,but also serving education development difficulty with the effective guidance and reference.The paper explores the connotation and origin of the supply-front structural reform,social economic transition development and internal demands of higher education reform and adjustment,and further analyzes current higher education issues in Yunnan that show structure and layout under optimization,unmatched talent cultivation with social requirements,scale and quality benefits remaining to be improved,etc.It is attempted to construct an effective way for supply-front structural reform to Yunnan higher education by updating development philosophy,innovating systems and mechanisms,optimizing structural layout and factors allocation,upgrading quality,etc Supply-Front.
