城市相对贫困人口立体化社会救助体系研究——以H市为例

A Study on the Three-dimensional Social Assistance System for the Relatively Poor Population in Cities--take H city as an example

为探索民生工作“长三角”地区一体化发展,促进建立解决相对贫困的长效机制,合肥市已经形成城乡统筹立体化社会救助体系,并取得较大成效,但仍需要不断完善。本研究采用访谈法和问卷法了解合肥市城市相对贫困立体化社会救助体系建设的现状,发现现行体系建设中存在救助水平较低、工作机制不完善、队伍建设不规范、资金来源不够多样等问题,最后根据研究结果提出树立“大救助”理念、完善社会救助工作机制、健全救助规范保障机制、加强队伍建设、整合社会资源、宣扬家庭承担责任的对策建议。

In order to explore the integrated development of people’s livelihood in the“Yangtze river delta”region and promote the establishment of a long-term mechanism to solve relative poverty,Hefei has formed a comprehensive social assistance system for urban and rural areas,and has made great achievements,but it still needs to be improved.This study uses the interview method and questionnaire method,relative poverty in Hefei city three-dimensional current situation of the construction of social assistance system,and found that the current system construction in the low level of salvage,imperfect working mechanism,team construction is not standard,sources of funding such problems as not enough variety,finally according to the results of the study sets up the"rescue"idea,perfect the work mechanism of social assistance,aid specification of security mechanism,strengthen the team construction,integration of social resources,promote countermeasures of family responsibility.
