The thought of family planning of Zhou Enlai inherited and developed the Marxist theory of population.The thought of Zhou Enlai adhered to the principle of seeking truth from facts and combined with national conditions.He proposed that the population production should be adapted with the production of life materials,late marriage and birth control should be advocated,the ideological and political work should be placed first in family planning work,and effect of propaganda and education should be exerted.There are many problems and issues in the family planning work in China in the New Era,and the main contradiction and work tenor have important changes.The theory and method of family planning of Zhou Enlai should be inherited and developed,and countermeasures should be found combined with reality.The workers of family planning should emphasize the effect of propaganda and education,flexibly apply the art of propaganda,enhance public opinion guidance by setting good example,grasp the principle of hierarchy,as well as organically combine propaganda and education with the settlement of practical problems,so as to promote the effectiveness of family planning work.
