“多规合一”背景下县域三生空间管控研究——以湖南省衡阳县为例

Research on the Ecological-production-living Space Control in County under the Background of Multidisciplinary Integration——A Case of Hengyang County in Hunan Province

在全国探索"多规合一"背景下,立足于多规差异,考虑国家对现行空间规划体系的整合与延续需求,以及适应不同空间层次对"三生"空间的规划管控需求,本文以湖南省衡阳县为研究对象,探讨"多规合一"背景下县域"三生"空间的规划管控。研究确立"三生"空间管控思路,优先确定生产空间、底线控制生态空间、优化布局生活空间和建立"三生"空间管控体系,构建"三区三线"分级分类管控,以期为县市、乡镇的城乡空间管制规划提供参考。

Under the background of the national exploration of multidisciplinary integration,based on the multi-regulation difference,consider the need for integration and continuation of the existing spatial planning system and the demand of ecological-production-living space control to adapt to different spatial levels,this paper takes Hengyang County of Hunan Province as the research object,and discusses the control and control of the county-level ecological-production-living space under the background of multidisciplinary integration.We will establish to control system for the ecological-production-living space,give priority to production space,control ecological space at the bottom line,optimize the layout of living space,and establish a ecological-production-living space control.In order to provide a reference for the urban and rural spatial control planning of counties and towns,a multi-level control system of three districts and three lines has been set up.
