新时代中国宜居城市建设探究

Research on the Construction of Livable City in China in the New Era

伴随新时代国民经济的高速发展,城市居民的消费能力逐渐提升,人们对于美好生活的需求也日益提高。据不完全统计,在中国已有100个以上的城市将“宜居城市”作为未来城市的发展建设目标。我国宜居城市建设和改造工作在城市规划、建设资金筹集、历史文化遗产保护、建设过程中的监督与评价等方面仍存在着一些问题,其根本原因主要是由于中国宜居城市建设与改造的基础性理论不系统、不完善。鉴于此,从中国宜居城市建设与改造的主体——城市劳动者的层面出发,综合运用政治经济学、生态经济学、城市规划学等跨学科的文献研究法以及系统抽象法、逻辑与历史统一、建立整体模型、实证分析等研究方法,对中国宜居城市建设和改造过程当中存在的问题进行总结论述,针对现存的宜居城市的建设理论进行系统梳理,尝试提出建立一个新时期中国宜居城市建设与改造的体系和框架。

With the rapid development of China’s economy, people’s consumption level is increasing day by day, and people’s demand for a better life is increasing day by day. According to incomplete statistics, more than 100 cities in China have taken "livable city" as the development and construction goal of cities in the future. There are still some problems in urban planning, construction fund raising, historical and cultural heritage protection, supervision and evaluation in the construction process of livable city construction and transformation in China. The main reason is that the theory of livable city construction and transformation in China is not perfect. From the perspective of urban labors, the main body of the construction and transformation of livable cities in China, this paper comprehensively uses interdisciplinary research methods such as political economics, ecological economics, urban planning, etc., system abstract method, logic and history integration, establishment of overall model, empirical analysis and other research methods, and then summarizes the problems existing in the process of construction and transformation of livable cities in China, systematically combs the existing theory of construction of livable cities, and attempts to put forward and establish a system and framework of construction and transformation of livable cities in China in the new era.
