新时代中国经济正义框架的建构及其检验

The Construction and Test of China’s Economic Justice Framework in the New Era

中国特色社会主义进入新时代,对经济正义提出了新的要求,迫切需要从总体上全面把握新时代中国经济正义的价值取向。从经济正义理念、经济制度正义、经济行为正义、代际经济正义、生态环境正义、全球经济正义六个维度建构新时代中国经济正义框架,并以党的十九大报告和2018年国务院政府工作报告为样本,运用内容分析法对该框架进行定性检验。研究发现:新时代中国经济正义理念明显得到改善,正义追求不断提高;经济制度正义明显提高,但其程序正义略显不足;生产与分配正义较高,但交换与消费正义明显不足;代际经济正义有所提高,但"代际储存率"严重缺失;保护生态环境的责任与义务、生态环境权益的平等与公正、生态资源的分配正义三者之间存在严重失衡;全球经济正义明显得到彰显,但仍任重道远。结果表明,新时代中国经济正义框架具有极强的解释力。

Socialism with Chinese characteristics has entered a new era and put forward new requirements for economic justice. It is urgent to grasp the value orientation of China’s economic justice in the new era. The paper constructs a China’s economic justice framew ork in the new era from six dimensions of idea of economic justice,economic institutional justice,economic behavior justice,intergenerational economic justice,ecological environmental justice and global economic justice,and takes the report of the 19 th national congress of the CPC and government w ork report of the State Council in 2018 as sample,using the content analysis method to test the framew ork qualitatively. The findings are as follow s: In the New Era,the idea of China’s economic justice has been significantly improved,and the pursuit of justice has been continuously improved. The economic institutional justice is improved obviously,but the justice of procedure is a little insufficient. The justice of production and distribution is high,but the justice of exchange and consumption is obviously insufficient. The intergenerational economic justice has been improved,but the "intergenerational saving rate"has been seriously missing. There is a serious imbalance betw een the responsibility and obligation to protect the ecological environment,the equality and justice of the rights and interests of the ecological environment,and the distribution justice of ecological resources. Global economic justice is manifested evidently,but there is still a long w ay to go. The results show that China’s economic justice framew ork in the New Era has strong explanatory power.
