Development Course,Experience and Future Ideas of Police Safeguards in China:From 1978 to 2019

改革开放以来,我国警务保障工作随着公安实践发展而成就显著,呈现出一定的历史性和阶序性。基于1978年至2019年"碎片化"信息的整合,重点聚焦人力资源保障、财力资源保障、物力资源保障、制度资源保障四个方面回溯、整理改革开放以来的警务保障发展历程和主要经验。在此基础上,提出警务保障工作未来要以党为旗、驭势于道,人力资源保障要坚持以人为本、从优待警,财力资源保障要瞄准实战、全面保障,物力资源保障要以科技为引领、居安思危,制度资源保障要不断强化监督职能、大力实施改革等对策建议,为深入推进新时代公安机关警务保障工作顺利开展提供一种历史视角下的理论思辨。

Since the reform and opening up,China's police safeguards has achieved remarkable achievements with the development of police practice,and it contains both historicity and order.This article is based on the historical longitudinal timeline from 1978 to 2019,relying on integrating and summarizing lots of fragmented information.By focusing on the protection of human resources,financial resources,material resources and institutional resources,this paper comes to some conclusions with respect to the development process and main experience of police safeguards since the reform and opening up.In the end,the paper puts forward the following conclusions on the basis of experience.Firstly,the work of police safeguard should adhere to the leadership of the party as well as current situation.Secondly,human resources protection should adhere to the people-oriented concept and give preferential treatment to police.Thirdly,financial resource protection should place emphasis on the practical issue and ensure comprehensive protection of police activities.Fourthly,material resources protection should be guided by science and prepare for danger even in times of safety.Fifthly,institutional resources protection should strengthen supervisory function and implement reform vigorously.All in all,this series of suggestions provide a theoretical speculation from a historical perspective for further promoting the development of police safeguards work of police organs in the new era.
