社区疫情防控体系的嵌入式建设--基于资产为本的社区发展视角

Embedded Construction of Community Epidemic Prevention and Control System--Exploration From the Asset-based Community Development perspective

新型冠状病毒肺炎疫情暴发于我国建设社会治理共同体的时期,社区的疫情防控尚未形成体系,限制了疫情防控的效果,社区疫情防线亟需建设。基于这一现状,文章以资产为本的社区发展模式为理论视角,结合社会治理共同体的建设背景,遵循“理念-资产-主体”的结构性逻辑分析社区疫情防控体系嵌入式建设的现状,并对结构不合理的部分进行重新建构,以期为嵌入式建设提供依据,并探索嵌入式建设的路径。研究发现,当前社区疫情防控体系嵌入式建设的理念不合理,资产认知与利用程度不足,主体未实现嵌入;嵌入式建设应以“资产为本”为理念,全面认识、利用社区常见资产与社区内外的潜在资产,以社区内部主体参与、外部主体协助的形式开展。依据现状与建构的分析,社区疫情防控体系的嵌入式建设可依照Pinkett提出的资产动员五步法,以社区居委会参与、社会工作者协助的形式开展。

The novel coronavirus pneumonia broke out in social governance community building period in China.The immature community system restricts the effect of epidemic prevention and control.This study integrates asset-based community development model,the construction background of social governance community,and the structural logic of“concept asset subject”.It analyzes the current situation of the embedded construction of community epidemic prevention and control system,and to reconstruct the parts with unreasonable structure,so as to provide basis for the embedded construction and to explore the way of embedded construction.Inadequacy is found with the concept of embedded construction of the current community epidemic prevention and control system.Insufficiency is also found with asset recognition and utilization,and subject embeddedness.The embedded construction should be based on the concept of“asset-based”,with thorough understanding and utilization of the common and potential assets inside and outside the community,which will carry out in the form of the participation of the internal subject of the community and the assistance of the external subject.In Accordance with current situation and construction development,Pinkett's five steps of asset mobilization can be followed with the participation of the community neighborhood committee and assistance of social work.
