宁夏节水型城市评价标准研究

Study on Evaluation Standards of Water Saving City in Ningxia

通过调查国内节水型城市评价标准,发现宁夏2011年制定的《宁夏节水型城市考核标准》存在考核指标设置及权重分配不合理、考核标准偏低等问题,已不能完全适应当前宁夏节水型社会载体考核的要求。在大量调研、座谈、交流的基础上,结合宁夏区域特点,立足于建设有特色节水型用户,重新修订和构建了节水型城市评价体系,确定了基本要求、管理指标、综合节水指标、生活节水指标、工业节水指标5项内容,共29项指标,对基本要求采用一票否决制,对管理指标、综合节水指标、生活节水指标、工业节水指标采用百分制。当考核满足所有基本要求,且总得分在85分以上(含85分),可评为节水型城市。

Based on the investigation of the evaluation stand ards of water-saving cities in China,it is found that The Evaluation Standards of Water-saving Cities in Ningxia formulated in 2011 can’t meet the requirements of the current evaluation of water-saving social carrier’s assessment in Ningxia due to unreasonable setting of evaluation indexes and weight distribution,and low evaluation standards.On the basis of extensive investigation,discussion,exchange and the construction of characteristic water saving users,combining the characteristics of Ningxia region,the water-saving city evaluation system is revised and reconstructed.This system contains 29 indexes in five aspects of basic requirement,management index,comprehensive water-saving index,life water-saving index and industrial water-saving index.Meanwhile,the one-vote veto system is recommended in basic requirement and the percentage system is employed in management index,comprehensive water-saving index,life water-saving index and industrial water-saving index.When the total score is more than 85 points(including 85 points)under the condition of meeting all the basic requirements,the city can be recommended as a watersaving city.
