The paper probes into a case of investigation into a report on the inadequacy of port reception facilities by a vessel engaged international voyage and introduces the causes for the inadequacy and the measures taken.It also proposes suggestions on optimization for both the provider and the users of the port reception facilities and puts forward the issues to be noted by relevant departments on the implementation of international conventions concerning port reception facilities provided by port States.
