摘要
2013年《上海市非机动车管理办法》的修订出台,标志着上海非机动车管理进入了新阶段。管理办法针对本市非机动车交通违法突出、交通事故频发的状态,优化政策设计,弥补法律缺位,强化法律威慑力。目录管理、登记上牌等制度设计对规范本市电动自行车的发展起到了积极作用。过渡期后,上海电动自行车管理进一步规范,车辆注册上牌率显著提升,存量超标车辆陆续淘汰。伴随社会经济的发展,尤其是各类互联网+的商业模式创新,电动自行车的线下末端配送功能进一步强化,使用规模快速增长,交通安全和事故隐患依然突出。文章在梳理总结了2013年以来电动自行车发展的新特征和原因分析的基础上,结合趋势判断,对后续管理对策提出了初步设想。
The revision of The Non-Motorized Vehicle Management Measures of Shanghai in 2013,marks Shanghai's non-motorized vehicle management entering a new stage.Aimed at the traffic violations and frequent traffic accidents of nonmotorized vehicles,the management measures optimize the policies,make up for the lack of law,and strengthen legal deterrence.Catalogue management,registration,and other policies have played a positive role in regulating the development of electric bicycles.After the transition period,the management of electric bicycles in Shanghai has been further regulated.The vehicle registration rate has increased significantly,and the vehicles that have exceeded the standard have been gradually eliminated.With the development of economy and the innovation of various Internet+business models,the end distribution function of electric bicycles has been further strengthened and the use scale has grown rapidly.At the same time,traffic safety and accident hazards remain outstanding.This article summaries the new features and reasons for the development of electric bicycles since 2013 and puts forward the management measures according to the trend judgments.
