摘要 相较中心城区,郊区新城往往缺乏快速可靠优质的公共交通服务,同时个体机动化发展迅速,静态交通矛盾日益凸显。该文分析郊区新城静态交通现状问题及成因,探讨静态交通目标、供给、管理等发展思路的转变。从规划建设、经营服务、行业管理三个维度,确定静态交通综合措施与管理机制。最后以上海临港新城主城区为例,针对现状主要矛盾,提出静态交通优化改善建议,保障新城静态交通的可持续发展。 Scientific and reasonable management mechanism of static traffic is important to ensure the orderly,efficient and sustainable of urban parking.Megacity management has always paid attention to the role of static traffic in regulating and guiding dynamic traffic.Taking the main urban area of Lingang New Town as an example,this paper analyzes the challenges of urban development and the main contradictions in the current situation,then focusing on the core of"simultaneous construction and management",this paper puts forward the comprehensive measures and management mechanism(raising standards,setting guidance,reinforcing weakness,promoting opening up,adjusting price,strengthening supervision,improving facilities and optimizing service)for static traffic from three dimensions of planning and construction,industry management and operation service in the whole life cycle.
