黑龙江省与广东省合力推进对俄远东地区投资合作对策研究

Heilongjiang Province and Guangdong Province Jointly Promoting the Research of Investment Cooperation Countermeasures in the Russian Far East Region

当前,我国对俄投资总量偏低。近年来黑龙江省对俄远东地区投资增速放缓,广东省对俄投资规模偏小。然而,龙粤合力推进对俄罗斯远东地区投资合作契合“一带一路”倡议,目前“两国三地”都抱有强烈合作愿望,俄罗斯急于开放远东的迫切心情也成为推动区域合作的契机。鉴于此,建议发挥政策优势打造农业特区,创新融资合作模式促进产业合作,利用“两国三地”机制壮大贸易主体,借助自贸区新政策开展大项目合作,尝试开通龙粤班列,以促进龙粤两省对俄投资合作顺利开展。

At present,China's total investment in Russia is low.In recent years,Heilongjiang province's investment in the Russian Far East has slowed down,while Guangdong province's investment in Russia is relatively small.However,Heilongjiang and Guangdong province joint efforts to promote investment cooperation in the Russian Far East coincide with the"The Belt and Road"initiative.Currently,the two countries and the three regions all have a strong desire for cooperation,and Russia's eagerness to open up the Far East has also become an opportunity to promote regional cooperation.In view of this,it is suggested to make full use of policy advantages to build agricultural special zones,innovate financing cooperation mode to promote industrial cooperation,expand trade entities by using the mechanism of"two countries and three regions",carry out large-scale project cooperation by virtue of the new policy of free trade zone,and try to open Heilongjiang-Guangdong province freight train,so as to promote the smooth development of investment cooperation with Russia.
