摘要
基于投入产出分析方法,采用我国2015年能源消耗数据和行业投入产出数据,比较各行业的直接能源消耗数据和基于最终使用的真实能源消耗数据,研究我国产业链间能源消耗转移情况。分析结果显示,在生产视角下,我国采选、冶炼等上游产业是能源消耗主要行业。在最终使用视角下,产业链上游的高耗能行业成为了相对低能耗行业,原本低能耗的制造业、建筑业等下游行业成为了高耗能行业。因此,在节能降耗治理中,要充分考虑产业链能源消耗的转移因素,从单纯的压缩高耗能行业能源消耗的生产导向模式转变为行业间共同而有区别责任的综合治理模式。
Based on the input-output analysis method,China′s 2015 energy consumption data and industry inputoutput data are used to compare the direct energy consumption data of various industries and the actual energy consumption data according to its final use to study the energy consumption transfer between China’s industrial chains. The analysis results show that:from the perspective of production,China’s upstream industries such as mining,smelting and other industries are the main energy consumption industries. From the perspective of final use,those high-energy-consuming industries in the upstream of the industrial chain have become relatively lowenergy-consuming industries,and downstream industries such as low-energy-consuming manufacturing and construction industries have become high-energy-consuming industries. Therefore,in the energy conservation and consumption reduction management,it must fully consider the transfer of energy consumption in the industrial chain,and change from a production-oriented model that compresses energy consumption in high-energy-consuming industries to a comprehensive and differentiated comprehensive governance model.
