摘要
介绍了建设项目竣工环保自主验收制度的由来,总结了煤化工企业开展项目竣工环保自主验收面临的主要困难,提出了做好煤化工项目竣工环保自主验收工作的对策建议。指出:建设单位应从充分认识自身环保主体责任、做好排污许可证实施的技术储备、完成竣工环保示范任务、持续加强环保技术开发及投入等方面做好自主验收工作。
The paper introduces the origin of environmental protection self-acceptance of construction projects,summarizes the main problems of environmental protection self-acceptance of coal chemical construction projects.To solve the problems,the paper puts forward the following countermeasures:fully understandingthe main responsibility for environmental protection by construction units,making quite preparation for pollutant discharge permitt echnically,completing environmental protection demonstration tasks,continuously enhancing the development and investment of environmental protection technology.
