摘要
基于2006—2015年中国30个省份国际人才和区域创新的数据,利用区位商、探索性空间分析法和空间面板计量方法,分析区域国际人才集聚的空间格局演化特征及其对区域创新的影响。研究发现:中国国际人才集聚度总体较低,区域之间发展不均衡且存在显著的空间相关性,“高-高”集聚省份主要分布于东部地区,“低-低”集聚省份主要分布于中西部地区,且随着时间推移,这种趋势不断强化;国际人才数量每增加1%,区域专利数增长0.23%,国际人才集聚显著提升了区域创新能力。根据研究发现,提出中国进一步吸引国际人才、促进区域均衡发展的政策建议。
Based on the data of international talent and regional innovation in 30 provinces of China from 2006 to 2015,this paper analyzes the evolution characteristics of the spatial pattern of regional international talent concentration and its influence on regional innovation by using location quotient,exploratory spatial analysis method and spatial panel measurement method.The study finds that:the concentration of international talents in China is generally low,the development between regions is uneven and there is a significant spatial correlation,"H-H"cluster provinces are mainly distributed in the eastern region,"L-L"cluster provinces are mainly distributed in the central and western regions,this trend has intensified over time;for every 1%increase in the number of international talents,the number of regional patents increase by 0.23%,and the concentration of international talents significantly improve regional innovation capacity.Based on the research findings,the paper puts forward some policy suggestions for China to further attract international talents and promote balanced regional development.
