人民当家作主制度体系是中国特色社会主义制度的关键环节,党的十九届四中全会通过的《中共中央关于坚持和完善中国特色社会主义制度推进国家治理体系和治理能力现代化若干重大问题的决定》对坚持和完善这一制度体系作了深入阐述和系统部署。为了深入学习理解和贯彻落实这一部署,文本对人民当家作主制度体系的由来、构成、优势和发展进行学理阐释:它是中国现代化进程中中国共产党领导人民进行革命、建设和改革开放的必然结果;它由一项根本政治制度和四项基本政治制度构成;这些制度的独特优势共同形成了整体制度体系的显著优势;应在坚定制度自信、加强制度建设和优化制度运行的过程中推进其完善与发展。

The system of People’s Ownership is the key element of Socialism with Chinese Characteristics.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China has decided to adhere to and improve this system.To help us understand and carry out this plan,this paper makes a theoretical explanation of the origin,constitution,advantages and development of the system of People’s Ownership:it is the inevitable result of the revolution,construction and reform and opening up led by the CPC in China's modernization process;it is composed of one fundamental political system and four basic political systems,which have their unique advantages and together forming the significant advantages of the whole system.We should improve the system of People’s Ownership by strengthening our confidence in the system,strengthening institutional construction and optimizing the operation of the system.
