The Innovative Development Strategies of TVET for Future Work——An Analysis Based on ILO*Reports

保持与工作世界的紧密联系,把握其现状和未来发展趋势是永葆职业教育旺盛生命力的关键。国际劳工组织发布的"未来工作倡议"系列报告透析了在技术进步、全球化、人口发展、可持续发展四大驱动力的推动下,未来工作世界所彰显的工作性质变化、劳动力市场结构重构、就业形式灵活多样、工作组织形式扁平化和新工作价值观塑造五大特征。面向未来工作的职业教育应以培养适应未来智能化时代的人为目标,全力支持人才潜能释放;以对接劳动力市场需求为导向,缓解新兴职业人才不足和技能错配;以完善职业教育制度和信息化建设为保障,支持灵活多样的学习形式;以革新教学组织形式与教学方式为手段,促进跨界复合型人才成长;以尊重和理解新一代学习者为原则,科学引导其价值观的健康发展。

Keeping close contact with the world of work is the key to maintaining the vigorous vitality of Vocational Education.Based on ILO’ series of reports and documents concerning the Future of Work Centenary Initiative,this paper analyzes the future working world driven by four major driving forces and finds that the working world has and will become increasingly prominent in terms of five main features.TVET for the future should adopt five targeted innovative development strategies.First,TVET should cultivate talents who can adapt to the intelligent era of the future and fully support their potential release.Second,TVET should match the demands of the labor market to alleviate the shortage of new professional talents and skill mismatches.Third,TVET should perfect the system and informationization construction to effectively support flexible and diverse forms of learning.The fourth,TVET should reform the teaching organization forms and methods to promote the growth of cross-discipline talents.Finally,TVET should respect and understand the new generation of learners and scientifically guide the healthy development of their values.
