“谣言”与转变:地方政府环境治理的风险平衡逻辑——基于广西速生桉种植政策的分析

“Rumor”and Policy Shift:Risk-balanced Logic of the Local Governments’Environmental Management——Analysis Based on the Eucalyptus Planting Policy in Guangxi

在政府的积极推动下,广西的速生桉及其相关产业迅猛发展,成为区内第九个千亿元产业,但速生桉有毒的"谣言"也随之日渐喧嚣。在科学研究表明速生桉无毒的前提下,广西部分地方政府转而限制和禁止种植速生桉。这一政策体现了平衡环境破坏、社会生态破坏和经济发展停滞风险的行政逻辑,其基本特征是在认同泛风险的基础上平衡各种风险分配,而不是指向化解风险。这种风险平衡行政仍出于"不出事"的考量,也导致了诸多"意外后果",但在环境治理方面具有比传统的"不出事"逻辑更为积极的意义。

With active promotion from local governments, the eucalyptus and its industries develop rapidly, and become avery important industry in Guangxi. In this time, rumor that the eucalyptus is harmful to the human being and environmentspreads far and wide among the public and some of the medias, but the scientists do not think so. Even so, some of localgovernments prohibited the farmers from planting the eucalyptus suddenly, in order to balance risks which are consideredwidely exist in different areas. “Don’t make any trouble” is still the basis of the risk-balanced administrative logic for localgovernments, and from which many “unintended consequences” come. Of course, the “don’t make any trouble” socialgovernance logic based on risk-balanced is more positive than the traditional one in environmental management.
