依托西藏边境口岸建设中国与南亚通道的路径探析 被引量:7

摘要 西藏边境口岸具有毗邻国家和地区比较多、口岸稀少、口岸之间距离遥远、口岸通商历史悠久、口岸基础建设相对滞后、口岸运行受南亚国家关系影响比较大等特点。依托西藏边境口岸建设中国与南亚通道需要因地制宜地改善或提升与南亚各国的国家关系,加强西藏边境区域交通、通信、水电等基础建设,将交通便利、战略位置重要的边民互市升级为口岸,在我方实际控制边境区域建设村庄和民间边民互市,大力发展文化产业,最终通过边境口岸将中巴、中南、孟中印缅三大走廊连接起来,建设中国与南亚各国之间经济、文化、政治、外交大通道。 China’s Tibet borders many foreign countries,but the ports there are few in number,so there is a long distance between two.The ports have a long history of trade,but undeveloped infrastructure.And the operation of ports has been greatly affected by the relations between south Asian countries.Building China-South Asia Passage by relying on Tibet border construction will firstly need to improve national relations with south Asian countries,and to strengthen infrastructure construction of the Tibetan border areas,for instance,traffic,telecommunication,water and electricity supply.It is also necessary to upgrade some exchange markets with convenient transportation and strategic location to ports,and to build villages,open folk exchange markets and develop cultural industry in the border areas so as to link the three corridors of China-Pakistan,China-South Asia,ChinaBangladesh-India-Burma with the border ports,and to construct economic,cultural,political and diplomatic channel between China and south Asian countries.
