河南省卫生应急预案评价分析

Evaluation and analysis of health emergency plan in Henan Province

目的对河南省卫生应急预案编制、修订和管理进行评价。方法2019年11月,收集河南省18个省辖市和4个直管县中东呼吸综合征应急预案,建立评价指标体系,组织专家打分评定,采用描述流行病方法进行分析。结果总分平均为65.19,标化后的预案完整性、质量、编制过程、管理四个一级指标平均得分分别为62.41、77.99、47.93和51.29,方差分析显示差异有统计学意义(F=80.763,P<0.001)。每项一级指标中二级指标得分之间的差异均有统计学意义(P<0.001)。13个(59.09%)地区分数超过全省平均分,17个(77.27%)地区分数超过60分。不同地区各一级指标分数及总分差异均有统计学意义(P<0.05)。结论河南省各地区卫生应急预案编制能力参差不齐,亟待提高,需重视预案的编制过程及培训、演练、评估工作。

Objective To evaluate the establishment, revision and management of health emergency plan in Henan Province.Methods In November 2019, emergency plans for MERS were collected from 18 cities and 4 counties directly under the jurisdiction of Henan Province.The evaluation index system was established and experts rated the plans, then the data was analyzed by descriptive epidemiology. Results The total average score was 65.19.Standardized average scores of the four first-level indicators(integrality, quality, preparation process, training, drill and evaluation of emergency plan) were respectively 62.41、77.99、47.93 and 51.29.Analysis of variance showed that the differences were statistically significant(F =80.763,P <0.001).The scores of 13(59.09 %) districts exceeded the provincial average and the scores of 17(77.27 %) districts exceeded 60.There were significant differences in the firstlevel indicator scores and the total scores between different regions(P<0.05).Conclusion The organization ability of health emergency plan in different areas in Henan Province is not uniform, so it is urgent to improve it and pay more attention to the establishment, training, drilling and evaluation of health emergency plan.
