农民工返乡创业政策体系优化问题的SWOT分析与对策——以湖南省衡阳市为例

Optimization Countermeasures of Rural Migrant Workers'Return and Entrepreneurship Policy System Based on SWOT Analysis--Take Hengyang Hunan City as an Example

随着衡阳市创业环境的不断改善,越来越多的农民工选择返乡创业,如何更好地服务于农民工返乡创业已成为衡阳市政府的重中之重。文章针对衡阳市农民工返乡创业政策实施中存在的问题,从服务支持政策、财政贷款政策、税收优惠政策、土地利用优惠政策和财政支持政策五个方面构建了衡阳市农民工返乡创业政策体系的SWOT分析框架。文章提出了优化和支持农民工返乡创业的政策内容、完善政府行政执法、促进返乡创业发展的对策和建议。

With the continuous expansion of the number of migrant workers returning home,supporting and encouraging migrant workers to return to their hometowns has become the top priority of the Hengyang municipal government.In view of the problems existing in the implementation of the returning farmer policy of migrant workers in Hengyang City,the SWOT analysis framework of Hengyang City migrant workers return home entrepreneurial policy system was constructed from five aspects:service support policy,fiscal loan policy,tax preferential policy,land use preferential policy and financial support policy.This paper proposes the policy content of optimizing and supporting migrant workers to return to their hometowns,improving government administrative law enforcement,and promoting countermeasures and suggestions for returning home to start a business.
