小尺度高度城市化地区生态文明建设思路研究

Research on the Construction of Ecological Civilization of Small-Scale and Highly Urbanized Areas

推进生态文明建设,是关系中华民族永续发展的根本大计,是实现高质量发展的客观要求和必然选择。对于小尺度高度城市化地区来说,由于土地开发强度高、工业布局零散、污染物减排空间有限以及环境质量改善受区域大环境制约等问题,生态文明建设面临严峻考验。基于江苏省某小尺度高度城市化地区生态文明建设实例,分析其区域情况,研判其生态文明建设过程中存在的问题,在此基础上,提出该地区"十四五"时期生态文明建设总体思路,以期为小尺度高度城市化地区生态文明建设提供有益探索与实践经验。

Promoting the construction of ecological civilization is both the fundamental plan for the sustainable development of the Chinese nation and the objective requirement and inevitable choice for achieving high-quality development.For small-scale and highly urbanized areas,the construction of ecological civilization is facing severe challenges due to the high intensity of land development,scattered industrial layout,limited space for pollutant emission reduction,and environmental quality improvement restricted by the regional environment.This paper based on an example of ecological civilization construction of a small highly urbanised area in Jiangsu province,analyzes the regional situation and the problems existing in the process of ecological civilization construction,putting forward the general idea of ecological civilization construction during the 14 th Five-Year Period,in order to provide the beneficial exploration and practice experience.
