On the Establishment Plan of National Rural Industry Integration Development Demonstration Park in Zhaozhou County

2015年中央"一号文件"首次提出,大力发展农业产业化,要把产业链、价值链等现代产业组织方式引入农业,促进一、二、三产业融合互动。一、二、三产融合发展,被称为"第六产业",已经是农业发展的一大趋势,也是当前中国农业产业创新的新方向。结合农业产业融合,2017年中央"一号文件"提出,建设现代农业产业园。以规模化种养基地为基础,依托农业产业化龙头企业带动,聚集现代生产要素,建设"生产+加工+科技"的现代农业产业园,发挥技术集成、产业融合、创业平台、核心辐射等功能作用。深入实施农村产业融合发展试点示范工程,支持建设一批农村产业融合发展示范园。通过对黑龙江省肇州县国家农村产业融合发展示范园进行分析和探讨,从而来更好的指导肇州县国家农村产业融合发展示范园的发展。

In 2015, the "No.1 Document" of the central government proposed for the first time that to vigorously develop the agricultural industry, modern industrial organization methods such as industrial chain and value chain should be introduced into agriculture to promote the integration and interaction of the primary, secondary and tertiary industries. The integrated development of the primary, secondary, and tertiary industries, known as the "sixth industry," is already a major trend in agricultural development and a new direction for China’s agricultural industry innovation. In conjunction with the integration of agricultural industries, the Central Government’s "No.1 Document" proposed in 2017 the construction of a modern agricultural industrial park. Based on large-scale planting and breeding bases, relying on agricultural industrialization leading enterprises, gather modern production factors, build a modern agricultural industrial park of "production, processing, science and technology", and play the role of technology integration, industrial integration, entrepreneurship platform, and core radiation. Implement its development pilot projects in depth, and support the construction of a number of development demonstration parks. This article analyzes and discusses the National Rural Industrial Integration Development Demonstration Park in Zhaozhou County, Heilongjiang Province, so as to better guide the development of the demonstration park.
