Model of“United Front+Targeted Poverty Alleviation”:Logic,Dilemma and Approach

统一战线是精准扶贫政策实施的工具,精准扶贫是统一战线的政治任务和不可推脱的社会责任,“统一战线+精准扶贫”模式是国家治理能力和治理体系现代化的要求。然而,理论上的重要性并未使“统一战线+精准扶贫”模式获得实践中的理想效果。究其原因,该模式面临统战思想认识的误区、统战部门人员和经费配备不足、统战工作缺乏机制保障、统战部门的统战能力受到统战和帮扶对象复杂性的挑战以及社会参与性政治文化未建立等困境。以问题为导向,从思想认识、队伍建设、工作机制、统战平台、社会政治文化环境五方面寻求破困之道是必然选择。

The united front is a tool for the implementation of the targeted poverty alleviation policy.Targeted poverty alleviation is a political task and an unavoidable social responsibility of the united front.The model of“united front+targeted poverty alleviation”is a requirement for the modernization of the national governance capacity and system.However,the theoretical importance does not make this model achieve ideal effect in practice.The reasons are that this model faces the predicament such as the misunderstanding of the united front thought,insufficient provision for personnel and funds of the united front department,lack of mechanism guarantee in the united front work,the challenge of the complexity of united front capacity and helped objects,lack of social participation in political culture in practice and so on.Therefore,it is the necessary choice to get out of the dilemma from the following five aspects such as problem orientation,ideological recognition,team building,working mechanism,platform of the united front,and social political cultural environment.
