粤港澳大湾区建设视阈下的政产学研交流平台构建--基于“岭南科学论坛·双周创新论坛”的实证研究

Construction of Government-Industry-Study-Research Exchange Platform from the Perspective of the Guangdong-Hong Kong-Macao Greater Bay Area Construction:An Empirical Study Based on "Lingnan Science Forum·Biweekly Innovation Forum"

2019年5月,广东省科学技术厅与广东省科学技术协会联合策划推出"岭南科学论坛·双周创新论坛",围绕创新驱动发展、建设科技强省和粤港澳大湾区国际科技创新中心建设等议题,搭建起常态化、公众化、网络化的政产学研交流互动平台。文章深入研究"岭南科学论坛·双周创新论坛"的模式,认为其有效搭建政产学研交流平台,拓宽多方直接对话渠道,对完善广东创新政策体系和创新网络建设发挥了重要作用。但该论坛取得显著成效的同时也存在一定问题,如工作流程不够清晰,组织效率偏低;专业人才匮乏,策划组织能力不足;宣传力度不足,未形成品牌效应等。最后从流程规范、人才培养、品牌建设等方面提出促进该论坛高质量发展的路径建议。

In May 2019,Department of Science and Technology of Guangdong Province and Association of Science and Technology of Guangdong Province jointly launch the "Lingnan Science Forum·Biweekly Innovation Forum",which focuses on issues such as innovation-driven development,the construction of a strong science and technology province and the construction of an international science and technology innovation center in Guangdong-Hong Kong-Macao Bay Area and establishes a regular,public and networked interactive platform for political,industrial,academic and research.This paper conducts an in-depth study of the "Lingnan Science Forum·Biweekly Innovation Forum" model and holds that it effectively sets up the exchange platform of government,industry and research,broadens the channels of direct dialogue among the parties,and plays a sizable role in improving Guangdong’s innovation policy system and innovation network construction,which achieves remarkable results.However,there are certain problems,such as the unclear workflow,low organizational efficiency;lack of professional talent base,inability in planning and organizing;insufficient publicity,not forming a brand effect etc.At the end,from process norms,talent training,brand building and other aspects,this article puts forward some proposals on the high-quality development path of the forum.
