创新监管制度提升上海高端保税服务能级

Innovating Supervision System to Improve Shanghai’s High-end Bonded Service Level

上海应充分借鉴国际国内先进经验,在海关总署与上海市政府签署的合作备忘录总体框架下,深入推进“一条主线、三个转变”,即以构建与服务贸易特点相适应的保税服务监管制度为主线,加快与服务贸易相关货物的通关便利化改革,在海关围网区域内进一步简化保税服务监管,着力推动监管模式从物理围网向电子围网转变、监管对象从货物向企业转变、制度创新从普适性政策向个性化监管转变,进一步推动保税服务产业发展,提高上海高端产业链国际竞争力。

Shanghai should fully learn from advanced international and domestic experiences and,under the general framework of the memorandum of cooperation signed by the general administration of customs and the Shanghai municipal government,further promote“one main line and three changes”,i.e.take the construction of a bonded service supervision system suitable for the characteristics of service trade as the main line,speed up the reform of customs clearance facilitation for goods related to service trade,and further simplify bonded service supervision in the customs fence area.Efforts will be made to promote the change of regulatory mode from physical fence to electronic fence,the change of regulatory object from goods to enterprises,and the change of system innovation from universal policy to personalized regulation,so as to further promote the development of bonded service industry and improve the international competitiveness of Shanghai’s high-end industrial chain.
