人才治理体系现代化水平,影响着国家治理能力和治理水平的现代化进程。浦东开发开放三十年,已经基本形成党委领导、政府负责、市场主导、社会组织和人才深度参与的人才治理新格局。展望未来,浦东应继续构建“全周期、全链条”的智能化人才公共服务体系;以国际人才港为平台,实现人才政策的系统化、品牌化和透明化;继续发挥浦东先行先试政策优势,持续深化人才体制机制改革。
The modernization level of talent management system affects the modernization process of national governance capability and level.In the 30 years of Pudong’s development and opening up,a new pattern of talent management has basically taken shape,with Party committee leadership,government responsibility,market leadership,social organizations and in-depth participation of talents.Looking ahead,Pudong should continue to build a“full cycle,full chain”intelligent public service system for talents.Taking the international talent port as a platform to realize the systematization,branding and transparency of talent policies;We will continue to give full play to Pudong’s advantage of the“first try”policy and continue to deepen the reform of the talent system and mechanism.
