Chengde Green Mine Construction Tasks and Experience in Compiling Green Mine Construction Plan

通过深入分析承德绿色矿山建设任务,编制绿色矿山建设方案,笔者获得颇多感触和体会。要坚持“务实际、管长远、有实效”标准,深化矿产资源管理制度改革创新;着力加强规划统筹、监管服务、生态保护等方面的制度建设;建立矿山退出整合机制,建立绿色矿山建设激励和约束机制,构建符合生态文明要求、适应市场经济规则的绿色矿业开发运行机制和管理制度,探索出一条生态效益和社会效益协调统一的绿色发展之路。

Through in-depth analysis of Chengde’s green mine construction tasks and the preparation of green mine construction plans,the author has gained much experience.We must adhere to the“practical,long-term and effective”standards and deepen the reform and innovation of the mineral resource management system;strive to strengthen the planning and coordination,supervision services,ecological protection and other aspects of system construction;establish a mine exit integration mechanism,establish a green mine construction incentive and restraint mechanism,build a green mining development operation mechanism and management system that meets the requirements of ecological civilization and adapts to market economic rules,and explore a green development road that integrates ecological and social benefits.
