政治系统论视域下习近平新时代生态文明思想的实现路径

The Realizing Path of Xi Jinping’s Thought on Ecological Civilization in the New Era in the Field of Political System Research

中国在经济发展的同时,环境污染和破坏一度十分严重。因此,习近平总书记强调必须将生态文明建设置于突出地位,努力建设美丽中国,实现中华民族的伟大复兴。践行习近平新时代生态文明思想,需要以政治系统论视角为出发点,构建"群众-政府双向互动模型",以推动当代生态文明建设。群众一方面可以向政府献言献策,另一方面可以加入公益组织,向政府给予支持和帮助;政府可通过经济建设、政治制度建设、文化建设三个维度输出进行生态建设。最后,群众会对政府的政策输出作出反馈,开始进行新一轮的输入,实现政府与群众之间的双向互动。

China’s economic development had been accompanied by serious environmental pollution and destruction;therefore, General Secretary Xi Jinping stressed that the construction of ecological civilization must be given a prominent position and efforts should be made to build a beautiful China and realize the great rejuvenation of China. We need to take the perspective of political system theory as a starting point and build a "two-way interaction model between people and government" to promote the construction of contemporary ecological civilization, in order to practice Xi Jinping thought on ecological civilization in the new era.Specifically speaking, the masses can make suggestions to the government and join public welfare organizations to give support and help to the government. Moreover, the government can export ecological construction from three dimensions: economic construction, political system construction and cultural construction. Finally, the public may give feedback to the governments’ policy output and start a new round of input to realize the twoway interaction between the government and the public.
