The Costs and Benefits of Food Security Policies

粮食是关系一国国计民生的重要战略物资,各国都相继颁布了相关的粮食安全政策来保障粮食安全。对于这些政策,不仅要看到其带来的收益,还要分析其的成本。本文从粮食产量的角度阐述了粮食安全政策的收益,从显性成本、隐性成本和机会成本角度阐述了粮食安全政策的成本,然后在其基础上,提出提高粮食安全政策效益的建议。

Grain is an important strategic material related to a country's economy and people's livelihood.All countries have introduced relevant policies to ensure food security.The costs of food security policies should also be analyzed when looking at the benefits of food security policies.This paper expounds the benefits of food security policy from the perspective of grain output and expounds the cost of food security policy from the perspectives of explicit cost,implicit cost and opportunity cost.On this basis,put forward suggestions about how to improve the effectiveness of food security policies.
