田湾核电站3、4号机组外供设备合同中,外方负责核岛重要设备供货,主设备能否按期保质供货是工程顺利安装的前提,是项目顺利进行的关键因素。为保证工程进度,确保设备顺利供货,合同中设置了延迟交货违约罚款,并通过索赔机制加强管控力度。通过建立索赔数据库、健全索赔台账、搜集索赔证据、梳理索赔难点、建立多部门联动、索赔谈判等策略,成功保证了设备的供货,并在实践中探索出一系列行之有效的合同索赔管理措施。
