城市治理法制化:汉口特别市“专家治市”的实现途径--以公安行政为例

Urban Governance by Laws:Hankou Special City’s “Expert Governance”--Public Security Administration as an Example

1929年汉口特别市建立后,市长刘文岛积极倡导"专家治市"理念,使市政改革呈现专业化趋势。为实现行政活动专业化,消除行政活动随意性,市政会议针对行政权的配置与运行制定了一系列规则。公安行政活动专业化正是市政改革的重要内容之一,对此公安局拟定《公安行政大纲》,明确公安行政专业化的基本规划,市政会议进一步颁布市公安局组织细则与相关单行规则,将地方公安行政专业化的诉求寓于法制化的实践之中。通过颁布规范化的系列规则,汉口特别市政府运用城市治理法制化的途径,逐步实现"专家治市"所设定的行政权运行专业化的目标。

When Hankou Special City was established in 1929,Mayor Liu Wendao,actively advocated the concept of "expert governance",which added some professional color to the city’s municipal reform.In order that all administrative activities were professional rather than casual,the Municipal Council formulated a series of rules to regulate the allocation and exercise of administrative powers.Standardizing administrative activities in public security was an important part of the municipal reform.For this purpose,the Public Security Bureau worked out an Outline for Public Security Administration which mapped out its basic plan towards that goal.The Municipal Council then promulgated detailed organizational rules for the Public Security Bureau and separate related rules,placing the process on the track of institutionalization.Through the promulgation of a series of rules,the municipal government gradually achieved the goal of standardizing administrative operation set by the "experts governance" through the rule of law.
