我国海洋牧场蓝色碳汇补偿方案设计探讨

A Study on Compensation Scheme Design of Blue Carbon Sink for Marine Ranching in China

海洋牧场是修复海洋生态环境的重要手段,有着明显的扩增碳汇能力,对缓解温室效应意义重大。开展海洋牧场蓝色碳汇补偿既是加快生态安全屏障建设,也是调动生产经营者积极性的重要选项。然而,从海洋牧场推进的实际情况来看,目前此领域补偿存在缺失。为此,从碳汇视角,运用成本收益法刻画补偿机理,提出以政府和市场为补偿主体的理论研究思路,结合当前实际情况,并考虑方案的适用性和可行性,具体设计了海洋牧场蓝色碳汇补偿方案,同时涉及资金来源、资金使用与效果考评等补偿措施与建议,以期为我国海洋牧场示范建设提供决策参考。

Marine ranching is an important means to restore the marine ecological environment,which is obviously able to expand carbon sink,and is of great significance to alleviate the greenhouse effect.Carrying out compensation scheme for blue carbon sink in marine ranching is an important option to speed up the construction of ecological security shelters and to mobilize the enthusiasm of producers and operators.In fact,there is a lack of compensation in this field.From the perspective of carbon sink,this paper uses the cost-benefit method to describe the compensation mechanism,and puts forward the theory of taking government and market as the compensation subject.Considering the applicability and feasibility of the scheme,the compensation scheme of blue carbon sink in marine ranching is designed in line with the current situation.Furthermore,the compensation measures and suggestions such as the source of funds,the use of funds and the effect evaluation are considered to provide decision-making reference for the construction of marine ranching in China.
